Diego Novelli is elected mayor at the head of the communist-socialist city government up to 1985. The goal of the administration is to recompose urban society in a city where industrial development “smashed people rather than involving them”. The main priorities of the administration are welfare and the related services to face the growing polarization between immigrants and residents, social segregation, inflation effects, lack of urban spaces and public services.
