Creation of the first municipal school canteens. Three years earlier, when law 820/71 was passed, full-time schooling begins to spread nationally as an organizational and educational model. The city administration provides the schools with different public facilities, thus implementing the theories developed by Francesco De Bartolomeis, Professor of Pedagogy at Università di Torino since 1956. Learning outside the classroom, the pedagogical method which opens to the social world from an early age, full-time schooling and the use of public facilities transform Torino into a large pedagogical innovation and social development lab. The implementation of the new pedagogical models which encourage creativity and active participation becomes an integral part of the city school building programme which, since the ‘60s, has been building new schools in the expanding urban areas, initially lacking in public services.
