The preliminary project for the new Piano regolatore generale (town planning scheme) by architect Raffaele Radicioni is presented. The document points out the central role of the city industrial vocation and proposes to safeguard existing activities in the urban areas and consolidate the whole production system. The service sector is considered as a crucial element for the balance of the whole urban area, through the decentralization to the city western flat area of the main functions causing congestion. The document is particularly innovative as it proposes to go beyond the municipal scale in favour of a more comprehensive and regional one, and to compress the theoretical residential capacity by reducing the building density. However, the document does not even reach the phase of observations and in 1984, once the safeguard measure deadlines have expired, the political and administrative framework is completely different.
