The Adaptation Plan aims at reducing the impact of climate change both on the territory and the citizens. In 1994, 2000 and 2016 the city suffered severe damages due to its river floods and in 2003 it went through the first emergency situation caused by heat waves. In this context, the Plan goal is to reduce critical phenomena (e.g. urban heat islands, regular floods, landslides); adapt the urban environment and services to reduce exposure and manage possible emergencies; adapt existing built areas to improve the quality of life and limit energy demand; manage the evolution of urban eco-systems and urban transformation; develop climate risk culture in planning public works (size and innovation); prepare citizens to deal with the new conditions.

The Plan is in line with a set of European, national and regional instruments, such as the “EU Strategy on Adaptation to Climate Change” of 2013, the "National Strategy on Adaptation to Climate Change (SNACC)" of 2015. The National Plan on Adaptation to Climate Change (PNACC) and the planning documents of Regione Piemonte are under development.
